CPS HR has its roots in California state government - prior to becoming a self-supporting Joint Powers Authority in 1985, CPS HR was a part of the State Personnel Board’s Local Government Services Division. CPS HR and its State Practice consultants are intimately familiar with the structure, statutes, and workings of California state government. Many of CPS HR’s State Practice consultants have held senior and specialized posts within California state government. CPS HR is uniquely qualified to collaborate with State managers on identifying solutions to their management challenges that are both practical and achievable.
