Title: Director of Talent Management
Jennifer Torres is the Director of Talent Management at the California Public Utilities Commission (CPUC). In this role she oversees recruitment, selection, onboarding, training, career development, coaching, mentoring, leadership, workforce and succession planning, engagement and the Employee Recognition Program. She has lead a People Partners Transformation initiative that utilizes a playbook developed to transform each event in the employee lifecycle to streamline processes, develop standard procedures and create a superior candidate/employee experience.
Prior to this role, she was the CPUC’s Assistant HR Director for 5 years. She started her civil service career at California State Parks in 2001, moving around from Acquisition & Development to the Capital District, Budget Office and Human Resources before transferring to the bay area in 2008 when she joined the CPUC.
She has received her CalHR Credentials in Recruitment & Selection, Classification & Compensation and Workforce & Succession Planning.
She is also a certified trainer in Crucial Conversations and was a top 5 finalist at the 2015 Government Transformation Conference for leading an electronic timekeeping system that drastically improved accuracy and compliance.
