Dr. Scott Howland is a 26-year veteran of the California Highway Patrol (CHP) and is the CHP’s Chief Information Officer and Chief of Information Management
Division.Chief Howland provides oversight for the CHP’s information technology and telecommunications environments and is responsible for implementing
and maintaining a durable technology infrastructure to support the CHP’s 24/7 operations statewide.He is also responsible for providing reliable
communications to meet the needs of all CHP commands, the CHP’s mobile fleet, and 25 communications centers statewide. Additionally, he oversees
the CHP’s Computer Crimes Investigations Unit that investigates computer crimes involving state information technology resources.His prior assignments
have included overseeing statewide community outreach and media relations, serving as the CHP's legislative liaison, as well as multiple field
assignments.Chief Howland is a member of the International Association of Chiefs of Police and the FBI Law Enforcement Executive Development Association.He
holds Doctor of Education in Organizational Leadership and Master of Business Administration degrees from the University of La Verne.
