Event Description

The California Department of Corrections and Rehabilitation, through its Division of Health Care Services, is responsible for providing health care services – medical, mental health and dental – to its almost 130,000 inmates. Undersecretary for Health Diana Toche is responsible for the mental health and dental programs, and federally-appointed Receiver Clark Kelso is primarily responsible for the medical program. The combined health care budget is approximately $2.4 billion, and there are approximately 15,000 employees within the health care division.

Over the last seven years, the Department, working with the Receiver, has fundamentally transformed the delivery of health care services. This was accomplished in large part by rigorously implementing a strategic transformation plan that placed a high emphasis upon excellence in performance. A key feature of the implementation plan was the development of literally hundreds of performance measures that feed up from each prison to statewide dashboards, as well as the development of patient registries that let us track individual patient outcomes in select areas. These performance measures are used on a daily, monthly, quarterly and yearly basis to identify areas for continued improvement. Our newly acquired, Cerner-based electronic health record system will give us even more real-time information about our clinical performance. The performance-based management approach will help assure the sustainability of the improvements which have been made as the Receivership begins to wind down and management over medical care transitions back to the State.
